Video: Dzmitry Uss set to press for amending Electoral Code

Former presidential candidate Dzmitry Uss (Vus) told reporters on Tuesday that a third application would be filed with the Minsk city government the following week for permission to hold a founding meeting for a group that would collect signatures for a petition to amend the Electoral Code.
As Mr. Uss said, the second application was rejected for “for technical reasons.”
He pointed out that the main purpose of the organizing committee was to “change the electoral system so that ordinary people will be protected from being deceived by authorities during elections.” He said that the proposed amendments to the Electoral Code would make it possible to efficiently monitor the voting and counting process.
Mr. Uss said he had no hope that the authorities would “suddenly take in an interest in conducting democratic elections.” “We have two ways of power transfer: revolutionary and democratic,” he said. “The authorities are not interested in the democratic one.”
Mr. Uss insisted that one month before September’s House of Representatives elections, the local governments would submit lists of future MPs to Alyaksandr Lukashenka for approval. “I invite those who don’t want to participate in this farce to join our coalition,” he said.
Mr. Uss noted that the organizing committee would file another application the following week for permission to hold the founding meeting.
Alyaksey Hawrutsikaw, a member of the organizing committee and an activist of the unregistered “Narodnaya Hramada” Belarusian Social Democratic Party, expressed hope that the application would be granted this time. “The fact is that in the first two instances, we wanted to hold the meeting indoors, but since the weather has become warmer, we could now meet in the open air, in Peoples’ Friendship Park in Bangalore Square,” he said. “The authorities will just have no pretext to deny their permission.”
